Who makes films? Is it true that they are created spontaneously on the internet? Is the “magic of film” another way of saying “drug”? 23 fotogramas por segundo [23 Frames a Second] has not answered any of these questions, but instead offers a good handful of jokes at the expense of directors, producers, actors, critics, viewers, and the rest of the strange bunch (both real and imagined) that populates the film industry.
